That message is coming from your unmentioned mail server for repeated wrong password attempts. Not from your unmentioned e-mail program or e-mail client. Contact your mail provider. Bruce Hagen MS-MVP [Mail]

Im having trouble accessing my email.says blocked for failed attempts Yes, I think we understood that. What Bruce is saying is that most likely your ISP has blocked you for repeatedly entering your password incorrectly. You need to contact whomever your ISP/mail provider is and ask them to unlock your account.
